Night after night, road work on Johnnie Dodds Blvd makes sleep impossible for one Mount Pleasant woman. When she couldn’t get help from the town, she wrote News 2.
The viewer, who wished to remain anonymous writes, “I don’t know if anyone has asked this question, but I feel like the residents in this area are not being considered during the night time construction. I cannot sleep nor can my five-year-old daughter as this construction keeps us awake at night. Last night the construction work lights glared through my bedroom blinds, the yellow flashing lights from the traffic control trucks and equipment trucks, the beeping sounds from equipment backing up, etc.. I do believe in progress and improvement, but as a resident I am getting no peace!”
A quick search of the town’s website shows the work isn’t in line with their own ordinance.
Ordinance 132.03 E states: It shall be unlawful for any person, company, agent of the same or the like, in conducting any building operations between the hours of 9:00 PM and 7:00 AM the following day, to create any loud noise by whatever means, or to operate or use any machinery, building equipment, hammers, saws or the like, the use of which is attended with loud or unusual noises, in any area inhabited by residents or within hearing distance of any resident.
We took her concerns and the ordinance to the town’s administrator, Eric DeMoura.
“Technically she's right,” DeMoura said. “From a practical point of view, it would be extremely difficult to do this level of road construction during the day. Unfortunately, you can’t have a noise free project.”
DeMoura said there’s no other alternative to the late road work. He also said daytime construction would be dangerous and could cost businesses. Plus, some of the work would require lane closures, worsening the already busy road. In the meantime, he asked homeowners to be patient.
“When this is done and complete, their quality of life will improve,” he said.
There is some resolution. Since taking the viewer's concerns to the town, DeMoura said they are working with construction crews to move the noisiest parts of the project and equipment to better times.
He also said the town is working to change to ordinance he called out of date.
