SC lawmakers approve bill to rebuild run-down schools

South Carolina lawmakers have approved a bill that could help generate funds to rebuild run-down schools across the state.  The measure passed by lawmakers Thursday would allow districts to borrow up to $20 million interest-free to build or renovate schools. 

The funds would be raised from a new type of bond created by the federal stimulus package.  The bill is on its way to the desk of Gov. Mark Sanford, who has been a vocal critic of the bailout.  Spokesman Joel Sawyer would not say whether the governor would sign the bill. 

Unlike the $700 million in stimulus funds that Sanford is trying to block for the state, the governor has no control over the bonds.  Observers say the bill has strong support and lawmakers could easily override Sanford if he vetoes it.
