A bailout for the U.S. auto industry is the top priority for Democratic lawmakers as Congress gathers for a lame-duck session this week.
   
The bailout plan will begin in the Senate, though it may not go any further. The White House is against the idea and several Republican leaders seem inclined to ignore the pleas coming from Detroit.
   
Internal power struggles will also play out in both parties.
   
Independent Senator Joe Lieberman of Connecticut may be out as chairman of the Homeland Security and Governmental Affairs Committee. Liberals want him ousted for supporting the Iraq war and for backing Republican Senator John McCain in the presidential race.
   
And while Ohio’s John Boehner is expected to keep his position as the top Republican in the House, new faces will take over in the second and third spots behind him.
