A new Pentagon report recommends some changes at Guantanamo Bay

A government official familiar with the study says the changes pertain to how more dangerous or less compliant prisoners are handled. It recommends an increase in group recreation and suggests allowing those prisoners to gather in groups of three or more.

Some hard-core prisoners are kept in their cells for 23 hours a day and not allowed to meet with other prisoners for prayer or other social activities. Prolonged isolation has been known to harm prisoners’ mental health. The alleged mastermind of 9/11, Khalid Sheik Mohammed, is among
those who could be affected by the change. The report was written in response to President Barack Obama’s executive order closing the facility within a year.
