SC dealing with cuts without layoffs

The director of the South Carolina Department of Revenue says he can handle up to 15 percent in budget cuts without layoffs.
Director Ray Stevens testified about the agency’s budget plans Wednesday as the House Ways and Means Committee begins writing a state budget that has shrunk by $1 billion since July.
Stevens’ agency collects 95 percent of state taxes in what’s become a $6 billion state budget. His agency’s budget was about $40 million last year. It was cut to $37 million in July when this fiscal year started and since has lost an extra $5.5 million.
To help save money Stevens is keeping jobs open and cutting printing costs by, for example, sending tax forms on CDs instead of paper.
But he says tax enforcement won’t be affected.
